Harris County, TX – The National Digital Inclusion Alliance (NDIA) has named Harris County as a 2025 Digital Inclusion Visionary Trailblazer, recognizing the County as a national leader in efforts to address the digital needs of the community. This year, Harris County joins 58 other Digital Inclusion Trailblazers paving the way for digitally inclusive communities across the US.
Visionary Trailblazer is the highest national recognition in digital inclusion. This marks the third consecutive year Harris County has achieved this prestigious award.
“Being recognized as a Digital Inclusion Visionary Trailblazer for the third consecutive year speaks to Harris County and Universal Services’ leadership and commitment to bridging the digital divide,” said Sindhu Menon, Chief Information Officer and Executive Director of Harris County Universal Services. “Commissioners Court recently approved the confirmation of the Harris County Broadband Task Force which will support coordinated action to address broadband access, affordability and adoption across Harris County. I am also incredibly proud of our Broadband and External Affairs team for the meaningful engagement and impact they are making for Harris County residents. “
Having access to affordable high-speed internet, devices, and digital skills training is crucial for fully participating and succeeding in today's world.
“Nonprofits, libraries, churches, and other community organizations can’t reach digital equity on their own. For everyone to thrive in today’s digital world, we need all hands-on deck,” said Angela Siefer, NDIA executive director. “NDIA’s Digital Inclusion Trailblazer program exemplifies the key role of local governments in building digital opportunities for all of their residents.”
Harris County achieved Visionary Trailblazer status by prioritizing digital inclusion for residents of their communities through:
Delivering the Harris County Broadband Roadmap
- Defined strategic priorities and actionable strategies for the County to close the digital divide and expand equitable access to high-speed internet.
Launching the Harris County Broadband Task Force
- Created a cross-sector advisory body consisting of 17 public, private, and community stakeholders to foster collaboration and develop recommendations for County leadership on improving broadband accessibility, affordability, and digital literacy.
Community Engagement through Digital Navigators
- Hosted programs at community centers, libraries, and local events across Harris County to assist hundreds of residents with smartphone workshops, scam-prevention training, and finding affordable internet.
The Trailblazer program identifies seven categories of current best practices. Each applicant’s materials are verified for accuracy, assessed for community impact, and posted in an interactive map and searchable database on NDIA’s website. By sharing materials with open-sourcing, NDIA provides community advocates and local governments ways to continue learning, connect with trailblazing peers, and plan their own digital inclusion solutions.
