Harris County Universal Services Expands 311 Services Ahead of Forecasted “Above Normal” Hurricane Season

June 17, 2025 – Harris County, TX - As the National Hurricane Center projects an “above normal” 2025 Hurricane Season, with forecasts of 13 to 19 names storms and up to 10 hurricanes, Harris County Universal Services (HCUS) is proud to announce the completion of Phase 3 of the county’s 311 system.  These updates expanded capabilities for several county departments within the system.

Since its initial launch less than three years ago, after approval by Harris County Commissioners Court, 311 has grown at a record pace to meet the needs of residents in unincorporated areas and outside Houston city limits. The service began as a call center with 20 departments online. Phase 2 included the development of the self-service, multi-lingual web portal and creation of the Unified Service Catalog, which allows both call center employees and constituents to access the growing knowledge base and create cases routed directly to the appropriate department.

Now, much like the City of Houston’s 311 system, Harris County’s system operates 24/7, providing non-emergency services and connecting residents to critical information about road, bridge, and drainage maintenance, storm debris removal, traffic and park maintenance, and more.

The 311 system has also proven vital during severe weather events. During Hurricane Beryl last year, the system fielded more than 3,700 hurricane-related calls over a two-month period, offering disaster recovery information such as cooling centers, debris removal, and FEMA resources.
