Harris County, Tx January 13, 2026 — Harris County Universal Services (HCUS) Fleet Services was honored with a resolution during Commissioners Court on Thursday. The resolution, presented by Harris County Precinct 2 Commissioner Adrian Garcia, acknowledges Fleet Services’ Top 10 placement nationwide in NAFA’s Green Garage Contest.

The Green Garage Contest recognizes leading organizations in sustainable fleet operations, highlighting excellence in energy efficiency, environmentally responsible maintenance, waste reduction, circularity and innovative practices that reduce emissions and operational impact.

“Today’s resolution highlights the thoughtful leadership and hard work behind Harris County’s sustainable fleet operations,” Harris County Precinct 2 Commissioner Adrian Garcia said. “This is a new dimension of the automotive industry, and I appreciate Universal Services and Fleet Services being at the forefront.  Precinct 2 has adopted battery powered tools, and our park fleet is now entirely electric. I’m very proud of the work they’ve done, but I’m also proud of Harris County and for the leadership you’ve provided.”

Key highlights include:

  • Emissions reduction: Low-emission vehicles (hybrid or fully electric) make up 10% (540 vehicles) of the county fleet, supported by an ecosystem of county-owned charge points and public charging access, as well as the successful completion of an anti-idling telematics pilot.
  • Metals recycling: Integrated metals recycling procedures reduced landfill waste and enabled the collection of more than 174,000 pounds of mixed metals for recycling in 2025.
  • Battery core recycling: Battery recycling is now a mandatory, contract-required process, with more than 220 batteries recycled monthly across eight vehicle maintenance centers.
  • Oil, antifreeze and waste fluid recycling: In the past year, Fleet Services recycled more than 22,000 gallons of used oil, 1,500 gallons of antifreeze, and several hundred gallons of oily water, ensuring proper handling and diversion from the waste stream.

“This recognition reflects our commitment to responsible stewardship of county resources by reducing emissions, minimizing waste and modernizing county operations in ways that deliver real, measurable benefits,” said Sindhu Menon, Chief Information Officer and Executive Director of Harris County Universal Services. “This team, under the leadership of Fleet Services Director Tommy Ward, has been intentional about building these sustainable practices from vehicle selection to maintenance and they continue to demonstrate through their efforts every day that sustainability, innovation and operational excellence are essential components of how we show up and serve Harris County.”

“Sustainability isn’t just about reducing emissions, though that is a key part of our Climate Action Plan, it’s also about improving the efficiency of our fleet and lowering operational costs like fuel.” said Christopher Vieira, Deputy Director of Sustainability for Universal Services. “Every percentage point we cut in emissions translates directly into fuel savings and a more resilient fleet. “

The NAFA Green Garage Award marks the fourth major honor for HCUS Fleet Services in 2025. Earlier this year, the division also received NAFA’s 100 Best Fleets in the Americas, NAFA Green Fleet, and the Plug In America Drive Electric Government Leadership Award, underscoring its continued leadership in sustainable fleet management.
