Harris County Universal Services Wins 2026 CIO 100 Award for Auto Invoicing Project

HARRIS COUNTY, TX (March 31, 2026) - Harris County Universal Services (HCUS) continues to gain national recognition for the County’s Auto Invoicing Project (AIP), most recently earning the prestigious 2026 CIO 100 Award. Presented by Foundry’s CIO®, the award recognizes organizations that demonstrate excellence in translating technology strategy into measurable business impact at enterprise and public sector scale.

HCUS’s Auto Invoicing Project (AIP) is an enterprise solution designed to modernize the County’s procure-to-pay process

By integrating Intelligent Capture, OpenText Content Server, and PeopleSoft, the platform automates invoice intake, standardizes approval workflows, and provides real-time visibility into payment status for departments and vendors.

Within its first year of full deployment, the platform:

  • Processed 170,931 vouchers totaling $1.2 billion in County expenditure
  • Reduced invoice processing time from 25 to 45 days to an average of just 6.5 days
  • Significantly decreased manual work, improving accuracy and strengthening fiscal oversight across more than 80 Harris County departments

“This recognition underscores Harris County’s commitment to leveraging technology to deliver measurable impact at scale,” said Sindhu Menon, Executive Director and Chief Information Officer of Harris County Universal Services. “The Auto Invoicing Project reflects how we are modernizing core operations to drive efficiency, increase transparency, and strengthen financial stewardship across the County.
